Cant Access my Money

for two weeks I've been trying to make purchases with my card (All Declined, w/ 100+ dollars on my card) i even tried taking money out of the ATM. paid 2 dollars for a new pin that STILL doesn't work. emailed support and they took a week to respond, only to respond telling me what I already knew a.k.a. ZERO HELP. I just want my money out of my account what else can I do?
